Adobe used to offer a free FDF Toolkit – a multi-language API for processing PDF forms submitted over the web. No longer available on their site. It seems they’re trying to rope everyone into buying some wonky LiveCycle Server that manges everything for you, but quite frankly, I have no desire to deal with all of that overhead when a simple API will do the trick.
